Description
An enslaved woman owned by Colonel John Billups married a free man. A license then permitted her to live with her husband for $50 a year.

Partial Transcript: "Bernardo Arze was a barber who claimed to be a Mexican. Perhaps he was. But he married a negro woman belonging to Colonel Billups and paid the town $50 per annul for her to live away from her master's lot. This license was graded but all free negroes and those slaves living apart from their masters' own sight had to pay it."
